Contacting FCC is something that should be seldom required.
When there are times, however, where contacting the FCC
is necessary, such as verifying if a license application
has been processed (after 10 weeks from the test date),
there are means for you to reach the FCC.
CHECKING ON LICENSE APPLICATION PROCESSING
If ten (10) weeks have gone by since the date of the test session,
you are able to contact the FCC to verify whether or not a license has
been issued. The FCC's Licensing Facility (Special Services Branch)
can be written at:

More often, however, most people prefer to call or fax their licensing
inquiries to FCC. They may be reached by telephone as follows:
Voice 717-337-1212 (specify your inquiry to Amateur Radio Licensing)

If you call to speak with an FCC representative, please be prepared to
provide your name, address and current call sign (if any). If the
response you receive from FCC personnel (before ten (10) weeks have
gone by) is that, "We have no record of that application", don't be
surprised. Entering an application into their computer is the LAST
STEP. Two days after it is entered, it is then printed and mailed to you.
Application processing at the FCC takes from six-to-eight weeks, and adding
VE Team and VEC processing requirements can add up to two weeks more.
If, at ten (10) weeks, the FCC has no record of the application, and if you
have had no other pending applications and your application was
complete (including having provided the VE Team with the correct, current
license copy at the test session), then feel free to contact the local VE
Team or the coordinating VEC (as indicated on your Certificate of
Successful Completion of Examination - CSCE) for assistance. If you
have moved, license forwarding may have not occurred through the postal
system. ONLY after 90 days from the submission date will the FCC allow
a replacement application to be submitted--if the first application has
been determined to be lost.

FCC RULEMAKING ACTIONS or RULES VIOLATIONS MATTERS
Whenever possible, you are encouraged to not contact the FCC first.
Local ARRL Section Managers and even ARRL HQ should be consulted
whenever, and before, it seems necessary to contact the FCC
in Washington, DC.
Nevertheless, sometimes reaching the FCC may be required. Replies
to FCC Rulemakings, and requests for input, are good examples.
To contact the FCC in Washington, you should do so in writing. The

Be sure that your correspondence clearly identifies how the FCC may
reach you for further information, and that the matter you are addressing
is understandable and accurate. Be sure to provide the FCC with all
factual information pertinent to the matter.
